Parenting Skills Curriculum

My sister has never been to school. Should I hire a tutor?
My sister has just celebrated its 15 years and am very concerned about education. Never been to school. My parents insisted on "homeschooling" her first year, she had to go, but never followed a program of study. Is incredibly light, you can read surprisingly well, you know your grammar, and advanced in many ways I'm sure most 15 year olds are not. What I worry about the math and science skills. – Any advice on what to do in this situation? I'm looking to talk to my parents hire a guardian for her. Does anyone know how exactly? I almost feel that we are just caught in this situation. I would really appreciate any advice or suggestions.
This is a common problem in school-house, which is progress in several "favorite" subjects, but one or two very important issues is scarce. My cousins have had this problem, and hired a tutor for their young children (who have a serious delay in precisely these issues, science and mathematics) and was very successful. Usually an hour tutor a few hours a week to go home (or go to an office) for the actual instruction, and "homework" time student for the next visit. College students are perfect for this look at the local college board wanted jobs, there are tons of tutors with the skills where his sister has disappeared, and are generally quite affordable, as their "clients" are generally poor as they are.
